Whelan Calls For RegulationWigan Athletic chairman Dave Whelan has written to the Premier League to urge them to ensure that Portsmouth’s problems should never be repeated. Whelan has put his concerns on paper to Premier league supreme Richard Scudamore including suggesting the imposition of strict financials regulations to prevent any repeat of the crisis at Fratton Park. "I sent a letter to the Premier League, saying, 'Can we have an agreement that we can only borrow 25% of our individual club's turnover?' said Whelan, "There should be a limit on borrowings - not as a set amount, but as a percentage of turnover. They have to do something about it." Wigan have refrained from spending too big and one of their more prudent acquisitions is beginning to prove his worth. James McCarthy joined from Hamilton during the summer and whilst his appearances have been few and far between in his early Wigan career, boss Roberto Martinez remained confident that the player would prove a success. "I had watched James many times and I knew that he had the right personality and character to make it in the Premier League," said Martinez, "It took him six months here to properly be himself, which is something I would expect from a player of his age.
